In 1896, British engineers began laying steel across East Africa, carving out the Uganda Railway — a project London newspapers mocked as the “Lunatic Line.” It consumed lives, cost the modern equivalent of £500 million, and reshaped the region’s economic map. Controversial as it was, the railway stitched markets together, connected inland communities to global ports, and accelerated trade for generations.
More than a century later, Africa is building a new kind of railway — one without tracks, coal, or locomotives. This one moves at the speed of light.
It’s called Digital Public Infrastructure (DPI), and it’s quietly becoming the most transformative infrastructure of the 21st century.
The new track beneath everyday life
Most Africans already use DPI without naming it.
When a matatu tout in Nairobi receives a fare on M-Pesa, when a seamstress in Lagos verifies her identity in minutes with a national digital ID, or when a farmer in Kigali receives a drought-relief payment before disaster hits — they’re all riding Africa’s emerging digital rails.
DPI rests on three interconnected layers:
Digital identity — verifiable IDs that anchor citizens in the digital economy (Aadhaar in India; Huduma Namba in Kenya; NIN in Nigeria; Ghana Card; Togo’s Ekatha).
Fast payments — low-cost, real-time digital payments that move money instantly (M-Pesa, NIBSS, PAPSS, Mojaloop).
Data exchange — secure, consent-based systems that allow verified sharing of credentials across banks, health systems, schools, and government services (Estonia’s X-Road, now shaping models in Mauritius and Namibia; South Africa’s Sunbird).
These systems are not apps or private platforms. They are public goods — open, interoperable, and designed so anyone can innovate on top of them. Just like standard-gauge railways enabled commerce across borders, DPI creates a common digital foundation for a modern, connected Africa.
The numbers tell a powerful story
Global research from the Tony Blair Institute and The Rockefeller Foundation estimates that broad DPI adoption in low- and middle-income countries could unlock $7 trillion in economic value by 2030. Africa’s share? Between $450–700 billion — roughly the size of Nigeria’s entire economy today.
World Bank data further shows:
A 10% rise in digital payments can lift GDP by 0.5–1%.
In Kenya, mobile money now represents 70% of GDP, compared to near zero in 2007.
Rwanda — powered by near-universal digital ID and payments — has grown 7.5% annually for a decade, outpacing regional peers.
But the deeper story is how DPI tackles Africa’s most persistent structural barriers:
Financial inclusion: 400 million adults remain unbanked; 500 million lack legal ID.
SME financing: African small businesses receive only 7 cents of every lending dollar (Asia gets 55 cents).
Public finance leakage: up to 30% of social spending used to disappear before reaching intended recipients.
DPI flips this equation by enabling verified identity, instant transfers, and transparent systems at national scale.
Africa isn’t catching up — it’s leapfrogging
Unlike colonial railways, which were imposed from outside, Africa’s digital rails are increasingly designed, built, and governed by Africans.
Kenya’s Hustler Fund has disbursed over $350 million in microloans to 22 million citizens, using mobile data, digital ID, and instant payments — with default rates under 4%, lower than many traditional banks.
Togo, often overlooked by global investors, built a MOSIP-based digital ID in record time and used it to deliver COVID relief to 1.2 million informal workers — faster than many G20 nations.
Benin reached 92% digital ID coverage in just 18 months.
Lesotho is pioneering verifiable credentials for migrant workers.
Mauritius and Namibia are deploying open-source data-exchange systems tailored to local needs — written not in Washington or Shenzhen, but in African tech hubs.
These projects aren’t imported “smart city” packages. They are modular, open-source, and intentionally African — built to evolve, adapt, and scale.
The next decade: A continent connected by code
By 2030, at least 20 African countries are expected to run all three DPI layers at national scale. The African Union’s Digital Transformation Strategy (2020–2030) describes interoperable DPI as the connective tissue of the African Continental Free Trade Area (AfCFTA).
That vision is already taking shape:
A trader in Addis Ababa could soon sell seamlessly to a buyer in Accra using instant cross-border payments, verified digital credentials, and automated tax processing — all settled in seconds, at a fraction of today’s cost.
The colonial railway took half a century to reach Lake Victoria. The digital railway is moving far faster — built not with steel and steam, but with open code, political commitment, and homegrown innovation.
A turning point hiding in plain sight
In the 1890s, few people outside East Africa paid attention to the “Lunatic Line.” Today, the world is equally unaware that Africa is constructing the most ambitious digital public infrastructure project on the planet.
The tracks are being laid.
The trains are already running.
And this time, Africa owns the railway — its design, its governance, and its extraordinary potential.
