For decades, Africa’s digital story has been told in terms of deficits — gaps in connectivity, shortfalls in device ownership, and lagging broadband penetration. But a new and more consequential conversation is quietly taking over boardrooms and ministerial roundtables across the continent. It is no longer simply about getting Africans online. It is about who owns the digital economy once they are there.
At the heart of this conversation is a deceptively simple concept: sovereign data. The idea that African data — generated by African citizens, businesses, and governments — should be stored, processed, and governed within Africa itself. This might sound technical, but its implications are deeply political and economic. When a Kenyan farmer’s mobile payment data is processed on a server in Dublin, when a Nigerian hospital’s patient records are stored in a cloud facility in Virginia, the value created from that data flows outward. Africa remains a generator of raw digital material while others refine it into economic power.
This is the digital equivalent of the colonial resource trap, and African leaders are increasingly determined to break it.
Speaking at a high-level roundtable during the 58th session of the United Nations Economic Commission for Africa Conference of Ministers in Tangier, Morocco, policymakers drew a clear line in the sand. Digital public infrastructure, they argued, is now as essential as electricity. But infrastructure without sovereignty is just an expensive dependency.
The numbers make the urgency plain. Despite representing nearly 20% of the world’s population, Africa generates less than 1% of global data. More strikingly, the continent’s capacity to store and process even that modest share domestically is severely limited. Africa needs to increase its data centre capacity tenfold just to keep pace with its own growth, let alone compete globally.
This is where the concept of AI factories enters the picture. These are not ordinary data centres. They are facilities purpose-built to store and process the vast volumes of data required to train artificial intelligence systems locally. Without them, Africa will remain dependent on AI models trained elsewhere, on datasets that do not reflect African languages, cultures, or economic realities. An AI system trained predominantly on data from Europe or North America will recommend, classify, and decide in ways shaped by those environments. Applied uncritically across African contexts, such systems risk encoding foreign assumptions into the continent’s public services, financial systems, and governance structures.
Ambassador Philip Thigo, Kenya’s Special Envoy on Technology, put it plainly: Africa must prioritise local data processing and systems that reflect its own realities. The alternative — importing intelligence wholesale — is not a neutral act. It is a structural choice with lasting consequences.
One of the more creative solutions discussed in Tangier is the idea of data embassies. Modelled loosely on diplomatic missions, these are shared infrastructure arrangements that allow multiple countries to store sensitive data securely across borders while retaining legal sovereignty over it. For smaller African economies that cannot absorb the full capital costs of dedicated national data infrastructure, this model offers a pragmatic path to sovereignty without requiring every state to go it alone.
Underpinning all of this is a call for regional cooperation. Africa’s digital transformation will not succeed as a collection of 54 separate national projects. It requires continental frameworks, shared investment, and mutual trust — enforced through robust cybersecurity and data protection laws.
The transition from planning to execution is now the defining challenge. Universal service funds, public-private partnerships, and political will are all part of the equation. But the direction is clear: Africa’s digital future must be built in Africa, by Africans, and primarily for the benefit of African economies.
The data age is here. The question is who it will enrich.
