Overview

Our current dispensation has had its legs hinged on digital literacy for a while now. We currently live in an age where digital connectivity drives global progress. Ensuring equitable digital access across all areas is a pressing issue, affecting the day-to-day lives and long-term opportunities of those living in the countryside.

However, Ghana’s government, in collaboration with international organizations and private enterprises, has launched numerous initiatives to bridge the digital divide. Rural communities in Ghana are now witnessing transformative changes through the advent of digital public infrastructure (DPI). 

The integration of digital technologies in the daily lives of rural folks is not only bridging the urban-rural divide but also fostering significant social and economic development.

According to Statista, the urban population in Ghana reached roughly 19 million in 2021, around 58 per cent of the country’s total inhabitants. In the same year, approximately 13.8 million lived in rural areas. From 1990 onwards, Ghana’s urbanization steadily gathered strength, eventually surpassing the rural population in 2009.

Digital connectivity has undoubtedly become a cornerstone of development in modern societies, offering unprecedented opportunities for economic growth, social inclusion, and access to essential services. In Ghana, the government, in collaboration with private sector stakeholders, has recognized the potential of DPI to uplift rural communities and has embarked on several initiatives to extend digital access to the remotest parts of the country. 

As of January 2024, the internet penetration rate in Ghana reached roughly 70 per cent, up from 68 per cent in the same month in the preceding year. The indicator expresses the percentage of the total population that uses the internet. In the last few years, the number of registered internet users has been increasing rapidly in Ghana.

GIFEC

The Ghana Investment Fund for Electronic Communications (GIFEC) has been operating under Ghana’s Communication Ministry to facilitate the provision of universal access to basic telephony for the unserved and underserved communities in Ghana.

Moreover, partnerships with tech giants such as Huawei and Google have led to the rollout of broadband services and internet-enabled devices in remote areas. This is particularly under the initiative called the Ghana Rural Telephony and Digital Inclusion Project also under GIFEC.

According to the government, it’s rolled out about 1,010 mobile connectivity masts for rural communities under this project. An additional 1000 more are expected to be completed this year, the Minister of Communications, Ursula Owusu has said, as the projects have been listed on the Performance Tracker, a website that tracks all government projects. 

Implementing the National Broadband Policy and establishing the Ghana Investment Fund for Electronic Communications (GIFEC) are key steps in this direction. These efforts are complemented by the construction of Community Information Centers (CICs) and the expansion of mobile network coverage, ensuring that even the most isolated villages are not left behind.

The Ghana Investment Fund for Electronic Communications (GIFEC) and the Ghana Library Authority (GhLA) have collaborated to extend ICT and library services to rural and underserved communities, significantly aiding school pupils in acquiring practical ICT skills despite logistical and motivational challenges.

Private and Public Partnerships

BLUETOWN/ USAID

USAID’s Meaningful Access Project partnered with Bluetown, an internet service provider in Ghana, to address the digital divide in rural and semi-urban areas. This initiative aimed to bring reliable internet connectivity to these underserved regions, with a particular focus on empowering women and girls. 

By providing access to the Internet, the project sought to enhance the social and economic well-being of women and girls, enabling them to access educational resources, job opportunities, and other critical services. This collaboration not only aimed to improve digital inclusion but also to foster greater gender equality in the digital landscape of Ghana.

Harriet confessed that the introduction of Bluetown has alleviated their plight of accessing network connectivity.

“Before Bluetown, it was a headache to be able to communicate with people outside of this space. We had to go to town, sometimes stand by the walls to get some level of internet connectivity.”

Subsequently, in collaboration with The Hunger Project (THP), Bluetown enhanced EpiCenters by incorporating information and communications technology (ICT) labs, providing internet connectivity to three rural areas—Adonkwanta, Akode, and Supreso—and two semi-urban areas, Kyebi and Koforidua, in the Eastern part of Ghana. 

This has adequately resourced the epicenters and offered them a new wave to research complicated medical cases and treat patients more effectively. 

Again, Harriet, a physician assistant at one of the EpiCenters, now uses the internet to research patients’ symptoms, leading to accurate diagnosis of ailments. With this information, she can consult doctors in Accra through WhatsApp groups and calls to confirm the diagnosis and determine the next steps for treatment.

Additionally, Internet access has also streamlined records management. Previously, Harriet and her colleagues had to travel long distances on uneven roads to input health insurance data into Ghana’s Ministry of Health record systems. Now, they can enter this data directly from the clinic, allowing them to spend more time assisting patients.

Impact of Digital Connectivity Initiatives on Education, Healthcare, and Local Businesses in Rural Areas

Digital connectivity has become a cornerstone of modern development, significantly impacting various sectors, including education, and health. 

In rural Ghana, where access to information services has traditionally been limited, digital connectivity initiatives are particularly transformative, as they have the potential to significantly improve education, health and the economic fortunes of the people living in those areas. 

Education

One of the most profound impacts of DPI in rural Ghana is observed in the education sector. Digital connectivity has revolutionized how students learn and teachers instruct, breaking down barriers to information and knowledge. 

E-learning platforms and digital resources have become accessible, enabling students to explore a wealth of information beyond traditional textbooks.

In the village of Akwapim in the Eastern Region of Ghana, students now participate in online classes and access educational content through tablets provided by local NGOs. This exposure not only broadens their knowledge base but also enhances their digital literacy, preparing them for future opportunities in a technology-driven world. 

Teachers, too, have benefited from professional development programs conducted online, allowing them to stay updated with the latest educational methodologies and technologies. As a result, the quality of education in these rural areas has seen a marked improvement, fostering a new generation of digitally literate and empowered youth.

Digital connectivity is gradually changing the face of education in rural Ghana by providing access to a wealth of online resources and educational materials. 

Initiatives like the ICT labs and library projects are gradually bridging the digital skills gap for residents of rural communities. 

In areas where schools may be under-resourced and teachers may lack specialized training, the Internet serves as a critical tool for both students and educators, especially for school subjects like ICT. 

Godwin Atreku, a teacher who teaches at Saviefe Gbedome, a rural community in the Volta Region says for him it has helped in research and has enhanced the teaching and learning skills of the school

Although the school doesn’t yet have a fully functioning ICT lab, teachers have improvised with a makeshift ICT room, and using the help of rural internet connectivity interventions, they can help students get some ICT skills even though not perfect. 

Health

Healthcare in rural Ghana has also experienced a notable uplift due to improved digital infrastructure. Telemedicine services have bridged the gap between remote communities and urban healthcare facilities, ensuring that quality medical advice and consultation are just a click away.

Residents of Asuboni Rail, a small village in the Kwahu West District of Ghana, now benefit from virtual consultations with doctors based in Accra, reducing the need for long and often arduous travel. 

Additionally, digital health records and mobile health applications have streamlined the management of patient information, leading to more efficient and effective healthcare delivery. For instance, community health workers can now easily track patient histories and vaccination schedules using digital tools, ensuring timely and accurate medical interventions.

Additionally, digital connectivity initiatives have improved access to healthcare services and information in rural Ghana. 

Physicians in communities where digital initiatives are present can use those tools to check the health status of patients and their enrollment also unto the National Health Insurance Scheme (NHIS). 

Ambrose Maalinyuur, a physician assistant at the Boffourkrom Health Center in the Bono Region says anytime a patient walks in, they have to verify the validity of their NHIS card and they need a mobile network to do so. Mr Maalinyuur’s community benefited from a mobile mast four years ago under the Rural Telephony and Digital Inclusion project. 

Furthermore, digital tools have enhanced the efficiency of health services by enabling better record-keeping, data analysis, and communication among healthcare providers. 

An example is the implementation of an e-health system which has streamlined patient information management, reduced errors, and facilitated coordinated care. In Ghana, about 193 health facilities, including clinics and poly-clinics have been connected to the e-health system. 

 “This digital transformation aims to revolutionize healthcare delivery across the country, enhancing access to patient data at the point of care, claims management, and real-time bio-surveillance data. This has significantly strengthened the country’s health delivery system,” 

Small Businesses

The economic impact of DPI is evident in the thriving local businesses that have embraced digital tools to enhance their operations and reach new markets. Artisans, farmers, and small business owners who once relied solely on local markets can now tap into broader customer bases through online platforms.

In the town of Bimbilla in the Northern Region of Ghana, a group of women weavers has seen their sales skyrocket by selling their products on social media and e-commerce websites. 

Mobile banking and digital payment systems have facilitated smoother transactions, enhancing financial inclusion and economic activity in these areas. Farmers, like Kwame Mensah from Kete-Krachi in the Volta part of Ghana, now have access to real-time market prices, weather forecasts, and agricultural best practices through their mobile phones, leading to improved productivity and incomes.

It has become essential for most small businesses in rural Ghana, especially for those in the non-banking sector providing mobile money services. 

Mobile money services are a game changer in most rural communities. They help to bridge the financial inclusion gap, as most rural folks do not have bank accounts. With mobile money, they can transact and send money across all mobile networks. 

Many small-scale entrepreneurs known as mobile money merchants operate small kiosks that provide these services, and their work is largely reliant on a full-functioning network connection.

Personal Stories of Individuals Benefiting From DPI

Digital connectivity initiatives have significantly improved the quality of life for individuals in rural Ghana. These initiatives, including expanded internet access, mobile networks, and digital literacy programs, provide various benefits for individuals in rural communities. 

For mobile money merchants like Peace Amevor, the introduction of a mobile network mast means her business can thrive, although challenges remain. 

“It has helped the natives of the village to be able to send and receive money from loved ones anytime any day. But one negative is that sometimes it’s disappointing at very vital times,” she said. 

Freeman Adom, a teacher in rural Volta Region said outside school work, internet connectivity initiatives have enabled him to revive his social life. 

“As a teacher in the village, it’s sometimes boring without good internet connectivity, it feels like you are not part of the world because of the new age of social media. Access to information has been very easy and makes you interact with friends and family with ease. It has also helped me in my teaching and personal development. We thank the government for the good initiative and hope it gets to other rural areas.”

Analysis of Challenges and Recommendations for Further Improvement

Digital connectivity initiatives have the potential to significantly enhance the quality of life in rural communities in Ghana by providing access to information, services, and economic opportunities. 

However, several challenges hinder the full realization of these benefits. This analysis examines the key challenges and offers recommendations to address them.

Challenges to Affordable Internet Access in Rural Ghana

In today’s digitally driven world, internet access is a critical enabler of education, healthcare, economic growth, and social inclusion. While urban areas often enjoy robust internet infrastructure, rural regions in Ghana face significant challenges in accessing affordable and reliable internet services. 

These challenges are multifaceted, encompassing economic, infrastructural, and regulatory aspects that collectively hinder digital inclusion for rural communities. 

Infrastructure Deficiency

Deploying internet infrastructure in rural areas presents significant logistical and financial challenges. The low population density and vast geographic spread of rural communities increase the cost per user for ISPs, making it less economically viable for them to invest in these regions. The rugged terrain and poor road infrastructure also complicate the laying of fiber-optic cables and the installation of other necessary equipment. 

Furthermore, rural areas often suffer from unreliable power supply, which hampers the consistent operation of Internet services. Without stable and widespread infrastructure, providing affordable and reliable internet access remains a daunting task.

Many rural areas in Ghana lack the necessary infrastructure, such as reliable electricity, broadband internet, and mobile network coverage, to support digital connectivity. Poor infrastructure leads to inconsistent or unavailable digital services, limiting access to the internet and mobile networks.

Even for communities where some mobile connectivity issues have been introduced, they still face challenges of mobile network connectivity.

Ebenezer Takyi Abiam, a resident of Antwikrom in the Sunyani East Municipality of the Bono Region, said despite his community benefiting from a mobile network mast under the rural telephony project, it’s still a challenge making calls and using mobile money services. 

“MTN and the government fixed a pole about four years ago. Before the MTN infrastructure, we couldn’t make calls or mobile money payments. Now we can make calls but it’s still not perfect. Sometimes you have to move to Suyani before you can access some services. We want the government to address it and change the poles,” he said in an interview.

Abiam’s challenge is no different from some residents in the adjourning town of Boffourkrom, also in the Bono Region. 

A resident, Michale Boafo said: “Our network pole has been put here for so many years. Everything you do here is very bad if you don’t have a network. Even at this health center here, some new nurses came here but because of the network, they ran away. In the evening mobile money is a big headache for all of us.”

Economic Barriers

One of the most pressing challenges to affordable internet access in rural Ghana is the high cost of internet services. The economic disparity between urban and rural areas means that rural households generally have lower incomes and cannot afford the high prices associated with internet subscriptions. The financial strain is exacerbated by the lack of competitive pricing, as rural areas are often served by a limited number of internet service providers (ISPs), resulting in higher prices and fewer options for consumers. Additionally, the cost of internet-enabled devices, such as smartphones, tablets, and computers, is prohibitive for many rural families, further limiting their ability to connect to the internet.

Limited Digital Literacy

Another critical challenge is the limited digital literacy among rural populations. Many residents in these areas have had little exposure to digital technologies and lack the basic skills needed to navigate the internet effectively. This lack of digital literacy not only restricts their ability to utilize internet services but also reduces the demand for these services, making it less attractive for ISPs to invest in rural infrastructure. Older generations, in particular, may be resistant to adopting new technologies, further complicating efforts to promote digital inclusion.

Regulatory and Policy Barriers

Regulatory and policy frameworks also play a significant role in shaping the accessibility and affordability of Internet services. In Ghana, cumbersome regulatory procedures and high licensing fees can deter new ISPs from entering the market, limiting competition and keeping prices high. Additionally, the lack of clear and supportive policies for rural connectivity projects can result in fragmented and inefficient efforts to expand internet access. Government initiatives often lack the necessary coordination and oversight to ensure that resources are effectively allocated and that projects are sustainably managed.

Market Monopolies and Lack of Competition

The dominance of a few major ISPs in the market creates a quasi-monopoly situation where prices remain high due to the lack of competition. In urban areas, multiple providers vie for customers, leading to competitive pricing and better service quality. However, in rural regions, the scarcity of service providers means that consumers have little choice and must often pay exorbitant rates for subpar services. This lack of competition stifles innovation and investment in rural internet infrastructure, perpetuating the cycle of digital exclusion.

Socio-Cultural Barriers

Socio-cultural factors also influence the adoption and use of Internet services in rural areas. In some communities, there may be cultural resistance to new technologies, driven by mistrust or lack of understanding. Gender disparities can also play a role, with women and girls often having less access to digital tools and education compared to their male counterparts. Addressing these socio-cultural barriers requires targeted awareness campaigns and community engagement initiatives to demonstrate the benefits of internet access and foster a more inclusive digital culture.

Recommendations for Addressing These Challenges

To overcome these multifaceted challenges, a comprehensive and multi-pronged approach is required. Firstly, implementing targeted subsidies and financial incentives can make internet services and devices more affordable for rural households. Government-led initiatives to subsidize the deployment of infrastructure can reduce the initial investment burden on ISPs, encouraging them to expand their networks into underserved areas. Additionally, simplifying regulatory procedures and reducing licensing fees can attract new entrants to the market, fostering competition and driving down prices.

Investing in digital literacy programs is crucial for empowering rural populations to utilize internet services effectively. These programs should target all age groups and focus on basic computer skills, internet navigation, and the use of digital services for education, healthcare, and economic activities. Schools, community centers, and local NGOs can play a pivotal role in delivering these training programs.

Promoting the development of community-based ISPs and supporting public-private partnerships can enhance the sustainability and efficiency of rural connectivity projects. Local cooperatives and non-profit organizations often have a deeper understanding of community needs and can provide tailored solutions that larger, national ISPs might overlook. By fostering these community networks and encouraging collaboration between public and private sectors, Ghana can create a more inclusive and resilient digital infrastructure.

Digital Literacy and Skills Gap

A significant portion of the rural population lacks the necessary digital skills to effectively use digital devices and access online services. This includes basic skills like using smartphones and computers, as well as more advanced skills needed for online entrepreneurship or digital job markets.

Without adequate digital literacy, individuals cannot fully benefit from digital services and opportunities, limiting the potential for personal and economic development.

Recommendations

In today’s interconnected world, internet connectivity is essential for education, healthcare, economic development, and social inclusion. However, in many rural areas of Ghana, the high cost of internet services remains a significant barrier to widespread digital access. To address this issue and promote digital inclusion, it is imperative to implement targeted policies and subsidies aimed at lowering internet costs. Encouraging competition among Internet service providers (ISPs) can also drive down prices and improve service quality. Here are key recommendations for making internet access more affordable and inclusive for rural households in Ghana.

Implementing Subsidies for Infrastructure Deployment

One of the most effective ways to reduce internet costs in rural areas is to subsidize the deployment of internet infrastructure. The initial investment required to extend network coverage to remote regions is often prohibitively high for ISPs. By providing financial incentives, the government can encourage ISPs to expand their networks into underserved areas. These subsidies can take various forms, including direct financial grants, tax incentives, and public-private partnerships. For instance, establishing a dedicated fund to support infrastructure development in rural areas can significantly lower the entry barriers for ISPs, making it economically viable for them to operate in these regions.

Providing Direct Consumer Subsidies

In addition to subsidizing infrastructure, offering direct subsidies to consumers can make internet services more affordable for low-income households. Voucher programs or direct financial assistance can help offset the cost of internet subscriptions, ensuring that even the most financially constrained families can access the internet. Moreover, promoting the development of community-based ISPs can enhance competition. These locally-owned and operated providers often deliver services more efficiently and at lower costs compared to larger, national ISPs.

Supporting Community-Based ISPs

Community-based ISPs can play a pivotal role in delivering affordable internet services to rural areas. These providers, often run by local cooperatives or non-profit organizations, have a vested interest in serving their communities. By supporting the growth of these community networks, the government can ensure that rural populations benefit from reliable and cost-effective internet access. This support can include financial assistance, technical training, and regulatory facilitation, helping community-based ISPs to thrive and expand their services.

Investing in Digital Literacy Programs

Stakeholders would have to establish more digital literacy programs that target different age groups and educational levels. These programs can be offered through schools, community centers, and online platforms. Partnerships with non-governmental organizations (NGOs) and tech companies can provide resources and training.

Increased digital literacy will enable individuals to utilize digital tools effectively, enhancing educational outcomes, job opportunities, and access to services. This means that the government has to do more than just build ICT and library centers in rural communities. 

Affordable internet access is only beneficial if people have the skills to use it effectively. Digital literacy programs are essential for ensuring that rural populations can take full advantage of Internet services. These programs should target all age groups and focus on basic computer skills, internet navigation, and the use of online services. Schools, community centers, and local NGOs can play a crucial role in delivering digital literacy training. By enhancing digital skills, these programs can empower individuals to leverage the Internet for education, healthcare, and economic activities, thereby maximizing the benefits of digital connectivity.

Fostering Public-Private Partnerships

Public-private partnerships are vital for the sustainable development of digital infrastructure in rural areas. By collaborating with private sector players, the government can pool resources, share expertise, and implement innovative solutions tailored to the unique needs of rural communities. These partnerships can drive infrastructure development, expand service coverage, and ensure the long-term viability of digital initiatives. Encouraging private investment through favorable regulatory frameworks and financial incentives can further strengthen these collaborations.

Learning from International Examples

Ghana can draw valuable lessons from other countries that have successfully implemented strategies to reduce internet costs and expand access in rural areas. For instance, India’s BharatNet project and Kenya’s Universal Service Fund (USF) have made significant strides in connecting rural populations. These initiatives demonstrate the effectiveness of combining government support, public-private partnerships, and community involvement in achieving digital inclusion. By adapting these best practices to the local context, Ghana can enhance its efforts to make internet access affordable and widespread.

More and improved digital Infrastructure 

Authorities ought to invest in expanding and upgrading infrastructure, including electricity, broadband internet, and mobile network coverage in rural areas. Public-private partnerships can play a crucial role in financing and implementing these projects. The government should also explore incentives to encourage telecom companies to invest in rural areas. And perhaps its rural telephony project may have to go beyond a target of 2000 communities. 

Improved infrastructure will enable more reliable and widespread access to digital services, supporting economic development and social inclusion.
