Africa is home to the world’s youngest and fastest-growing population. By 2030, the continent will account for roughly one in four of the world’s children of school-going age. How those children are educated — and with what tools — will shape the continent’s economic and social trajectory for decades to come. Digital learning and educational technology (EdTech) are increasingly at the centre of that conversation.
A Continent at an Inflection Point
The COVID-19 pandemic exposed the deep fault lines in Africa’s education systems. When schools shut their doors across the continent in 2020, an estimated 250 million learners were displaced. In many high-income countries, learning shifted online almost seamlessly. Across much of Africa, it largely stopped.
Yet the crisis also accelerated something important: a recognition among governments, development institutions, and the private sector that digital infrastructure for education is not a luxury — it is a necessity. EdTech adoption in Africa has grown significantly since then, with mobile-first learning platforms, digital content libraries, and AI-assisted tutoring tools expanding their reach across the continent.
The Mobile-First Reality
One of the defining features of African EdTech is its reliance on mobile technology. With smartphone penetration rising and feature phone usage still widespread in rural areas, successful platforms have had to meet learners where they are. Companies like Eneza Education, uLesson, and Snapplify have built products designed for low-bandwidth environments, offering content that works on basic Android devices and even via SMS.
This mobile-first approach is not a workaround — it is a deliberate architectural choice. In Sub-Saharan Africa, mobile internet access consistently outpaces fixed broadband connectivity. EdTech providers that have embraced this reality have scaled faster and reached learners in peri-urban and rural communities that traditional digital products would have missed entirely.
Public Digital Infrastructure as an Enabler
The growth of EdTech does not happen in a vacuum. It sits on top of — and is constrained by — broader digital public infrastructure (DPI). National broadband strategies, digital identity systems, payment rails, and open data frameworks all directly influence how effectively educational technology can be deployed and accessed at scale.
Countries that have invested in foundational DPI are seeing dividends in their education sectors. Rwanda’s high-speed fibre rollout, for example, has enabled more reliable connectivity in schools and supported the national e-learning strategy. Kenya’s integration of digital learning content into its Competency-Based Curriculum (CBC) has been made more viable by the country’s relatively mature mobile money ecosystem, which allows affordable data access for low-income families.
Conversely, where DPI remains fragmented or underdeveloped, EdTech interventions tend to be fragmented too — pilots that do not scale, solutions that serve only urban elites, or platforms that cannot interoperate with government systems.
The Quality and Equity Challenge
Access, however, is only part of the equation. A growing body of evidence points to a distinction between exposure to EdTech and meaningful learning outcomes. Distributing tablets or enabling internet access does not automatically improve literacy or numeracy. The pedagogical design of digital tools, teacher training, and contextual relevance of content all matter enormously.
There is also a persistent equity gap. Girls, children with disabilities, and learners from low-income households remain underserved by many EdTech solutions. Language is another barrier — much of the available digital content is in English or French, leaving learners whose first language is Kiswahili, Hausa, Amharic, or any of Africa’s 2,000-plus other languages with fewer options.
Addressing these gaps requires more than technology. It requires policy frameworks that mandate inclusivity, investment in local content creation, and partnerships between governments, civil society, and the private sector.
Looking Ahead
The trajectory for digital learning in Africa is broadly positive, but the path forward demands deliberate, coordinated action. EdTech cannot substitute for adequately funded, well-staffed education systems. It works best as a complement — extending reach, personalising learning, and equipping both teachers and students with better tools.
For digital public infrastructure stakeholders, the education sector represents both a test case and an opportunity. Getting EdTech right on a continent of Africa’s scale and diversity would not only transform educational outcomes — it would offer a model for how DPI can be built inclusively, with the most marginalised learners at the centre of the design.
The classroom is being rewired. The question is whether the infrastructure being laid today is strong enough — and equitable enough — to carry the weight of tomorrow’s learners.
